近年来，亚丁湾、索马里海域频繁发生海盗袭击、劫持过往船舶事件。海盗问题已成为一大国际公害。今年发生多起中国籍或中资外籍船舶被海盗劫持事件，中国船舶和职员的安全方位临紧急威胁。因此中国政府已决定派遣海军舰艇赴亚丁湾、索马里海域护航。

Their major task is to protect the safety of Chinese ships and crew on board as well as ships carrying humanitarian1 relief material for the international organizations such as the United Nations World Food Programme, Foreign Ministry2 spokesman Liu Jianchao said.
外交部发言人刘建超表示，舰艇的主要任务是保护中国船舶及船员的安全，与保护联合国粮食计划署等国际组织运送人道主义援助物资船舶的安全。
在上面的报道中，humanitarian relief就是指人道主义援助，有时也写作humanitarian aid。Humanitarian在这里做形容词，表示人道主义的，比如humanitarian crisis（人道主义危机），humanitarian intervention3（人道主义干预）。除此之外，它还可以单独做名词，表示人道主义者。
Relief在这里表示救济、救援，除此之外，它还可以指减轻、解除（烦恼、痛苦等）。经济危机来了，不少人只能go on relief（靠救济金生活）。But to my great relief（使我大为欣喜/放心的是），因为颁布了The Natural Disaster Relief System（灾害救助规范），灾区人民可以顺利渡过这个寒冬，不需要挤在relief tent（救灾帐篷）里受冻了。
